As I end my second term of office here at the Town Hall, I appreciate the support on behalf of the town for improved technology and opportunities for service that we have been able to provide. Items such as updated computers, a fax machine and email have allowed me to streamline the duties of collecting taxes. The town made a large investment in a software program a couple of years ago. This program enabled me to take on addi­tional duties for motor vehicle registration and increased the accuracy for collecting and reporting tax revenue. We are also able to print our tax bills in house rather than sending them out. Additionally we now have the checklist on our computer and are able to keep it updated for the Supervisors as well as available for the general public to review. Previously we paid addi­tional money for those hired services.

Personally, I have been able to complete the final year of a four year certification program offered by the Nil Town Clerks/Tax Collectors Association. This gave me the designation of Certified Town and City Clerk/Tax Collector as recognized by the National Association of City and Town Clerks and Collectors. I’ve become acquainted with many people and agencies through this program that help me daily in my work here.

Department of Safety offered towns the opportunity to go On­line with Concord this year. By signing up for this opportunity, my office now is able to register heavier weight vehicles, issue conservation plates and vanity plates, thus saving the resident a trip to one of the substations as was required in the past. This also makes registration instant and saves time in processing and waiting for titles and special plates to arrive.

This next decade will continue to offer opportunities in the area of technology that will allow us to serve the public with more convenience. We look forward to those opportunities and thank you for your support.

On a different note, I am sorry to report that my trusted and well liked deputy, Bill Lepis has chosen to move to warmer climates I guess no one told him this winter would be so warm! Bill is in Florida and I want to take this time to thank him for the almost four years of service here at Town Hall. His wonderful personality will he missed and I’m sure you’ll join me in wishing him well in his new endeavors.

Town Clerk/Tax Collector Report 2000

The new century has begun. The Town Clerk/Tax Collector’s office has seen a lot of new faces with this year’s steady turnover of properties. We welcome our new homeowners.

Our presidential election process ran smoothly. You could say that the basic #2 pencil and hand counting that we use here in Bartlett served us well this year. We offer a thank-you to the Supervisors of the Checklist and our Moderator for a well run day that saw a voter turnout of over 1200. Many thanks to the 20 or so ballot counters that stayed late into the evening to help. Over 100 new voters registered to vote on Election Day, thanks to NH’s same day voter registration law. We were especially pleased to see that many of our young people, who just turned 18, came in to vote. Our office hosted the Bartlett Elementary School the week prior to Election Day for a mock election. Grades K-8 came in during the morning, complete with their own checklist, clerks, moderators and supervisors and voted for the current candidates. They were all well informed and excited to follow the process. Little did they know that this would be such an historic election. They also had voted on-line through a national process at the school. The general consensus with most of the children was that voting on-line was easier and convenient but voting in person was more exciting.

Division of Motor Vehicles approved and started the issue of the new Conservation plates as of December 1, 2000. The plates feature a Moose and the revenue benefits five different conservation and historical agencies throughout the state. The plates may be obtained at the time of renewal or on a new registration for an additional $30.00 per year.

As always, my office is here to serve. My deputy, Bill Lepis has served you during tax time and my vacation time for three years now. Between the two of us, we hope we know most of you personally, and look forward to meeting our new residents during the coming year.

As we enter into a new decade, I would like to take a moment to reflect on the past as well as new changes to come. This office has seen a constant and steady increase in activity (10% yearly) that correlates with the growth we have seen in Bartlett during the 1990’s. Mr. Howard Nichols, our former Town Clerk/Tax Collector was a pioneer when it came to changing the way the town clerk’s office operated. He took the position first as Town Clerk and then worked towards combining the office to include the Tax Collector’s office. This enabled the office to be open on a more full time basis. He also enabled our Town to take on the job of Municipal Agent with the State of NH. This saved residents the extra trip to a State substation to finish their motor vehicle registrations and obtain license plates. We were one of the first six towns volunteering for this new program. Howard was instrumental in computerizing the office. With over 5,000 tax bills issued today along with over 4,000 motor vehicle registrations issued yearly, I can’t imagine processing everything in handwritten ledgers! Thank you Howard, as this enables us to keep the staffing in this office at a minimum. I want to thank the voters for investing in a municipal software program in 1998 that enables us to print our tax bills here instead of paying for outside printing. The ease and accuracy of issuing statements and calculating interest due has done much to streamline the office and increase the collection rate.

The groundwork laid out by Howard in the past set our town up to forge ahead with the changes that will come during the next century. Computerization will enable us to enter into the millennium with the capability to be "on-line" with the State of New Hampshire governmental offices during these next couple of years. Vital records will be available from any Town Hall that is connected. Motor Vehicles will also be on-line, ending the countless long distant calls we place now to verify information, thereby processing your registrations even more quickly. We now have our voter checklist computerized and processed in house thus enabling us to keep it updated more frequently at no additional costs to the town. More public information data is available on computer disks thus cutting down on costs of printing paper information. Mail costs are being decreased by the use of a fax machine for local distribution or email. I am excited with the technological changes to come and will do all I can to keep abreast of the times.

I am currently completing my third year of a four-year certification program with the NH Tax Collector/Town Clerk’s association. I’ve found tremendous value in the training received as well as networking out to other offices throughout the state. I currently serve on the State Certification Board that meets once a month in Concord. I found it extremely helpful to get to know the people in the offices that we interact with "way up North here". I would encourage anyone visiting the Concord area to take a trip to the Capital Buildings. For those with computer access I would also mention two web sites for state and local information. The first is the State of NH site of www.webster.state.nh.us/ to contact any state office or keep abreast of current legislation. The other is our local school web site of www.schools.ncia.net/bartlett for community information in Bartlett. Please let me know what my office may do to serve the needs of the community.
