ANNUAL REPORT 2002
The Bartlett Police
Department experienced growth and change in
the year 2002. The community support has been tremendous. In
September 2002, Officer Cheryl Torosian accepted a full-time
patrolman’s position with the Town She is now completing Police Academy training in Concord, NH, We wish Officer
Torosian the best of luck at the Academy.
Officers Terrence Spittler and Karl Meyers continue to do an
outstanding job and have recently completed training classes at NH Police Standards and Training.
Officer Spittler is the Department’s new firearms instructor and
Officer Meyers is our new intoxilizer, breath test operator for
DWI detection With both of these officers’ training, the Bartlett Police no longer have to rely on outside
agencies when the need arises.
Two new additions to the force have been Officers Garry Sherry and
David DiMatteo. Both were hired on a part-time basis and are going through field training. The two officers are a great fit with the team already in place and will be a great asset to the community as well,
thanks also go to Officers Ted Colby and Gary Goodspeed of the Jackson and Portsmouth Police Departments, They have filled the gap during our time of transition.
Brenda Medeiros, our Executive Secretary, continues to coordinate and manage the Police Officers, Attorneys,
Community Members and others who do business with the Bartlett Police Department on a daily basis. Her knowledge of the town of Bartlett has been invaluable.
The Police Department has also tried to be more visible in the community through Project Alert field trips, the
ESSC ski program and directed patrols targeting specific areas needing a police presence.
Hopefully these have been positive changes.
Thank you to the staff of the Bartlett Fire Department,
Bartlett/Jackson Ambulance and the town road crew for making our jobs easier,
Special thanks to the Board of Selectmen for helping throughout the year and solving problems for the police department.

ANNUAL
REPORT 2001
The
Bartlett Police Department again faced significant challenges in 2001.
The recent difficulties have been tempered by the continued support of the
community and
the effort put forth by a dedicated and hard working staff. Officers Terrence
Spittler, Karl Meyers, Cheryl Price and Solomon Rosman have done an
outstanding job while the police department continues to be short
staffed. These are the people who answer the public’s calls for service,
from neighborhood situations to automobile accidents, they respond. The
public support means a lot to us and we appreciate it.
Brenda
Bowley is still the glue that
holds the organization together. Her helpful demeanor and loyalty to the
police department and the Town of
Bartlett is a comfort (hiring these trying times.
In August 2001, the NH State Police replied to a request for assistance
from the Bartlett Board of Selectmen. Lt. David
Goldstein was assigned as the interim Chief of Police. He accepted the
challenge and has brought the Bartlett Police Department together while
stabilizing a difficult situation. Lt.
Goldstein is to be commended for his efforts.
Thanks go to Lynn Jones,
Debra Rubino-Moody, and Leslie Mallett for their help with the day to
day functions of the police department.
We as a police department would also like to thank the Board of
Selectmen, Gene Chandler, Doug
Garland, and David Shedd for their support and guidance in
the past year. They, as a group,
have provided a great deal of encouragement and help to the police
department.
A special thanks goes to the fire and EMS personnel who have
assisted the police department. Chief Roger Labbe, Directors Rick
Murnik and Susan Gaudette have gone out of their way to help the
police department with any needs we may have.
Finally, a personal thank you to all of the townspeople who have
introduced themselves to my family and offered their services. We really
appreciate it. My wife, Suzanne, daughter, Kasey,
and I look forward to relocating to the Mount Washington Valley. The hospitality
and kindness we have experienced here is unparalleled.

BARTLETT POLICE DEPARTMENT REPORT For the
Year 2000
The Department faced significant challenges
in 2000, particularly in the area of coverage. With Corporal
Frank Suprenard still recuperating from injuries he received in
the November 1999 accident on Hurricane Mountain Road, and
Officer R. David Meyers’ move to the Carroll County Sheriffs
Department, maintaining coverage was difficult. All of the
officers, including myself, would be required to cover extra
shifts to maintain our present quality of service. As the year
continued, staffing problems were unrelenting, we dealt with the
loss of Officer Karl Meyers from the duty roster for the 12
weeks he spent at the NH Police Academy and unexpectedly in
June, with my extended absence from the department, as I battled
with serious health consequences following what was supposed to
be routine back surgery.
The offers for coverage from local law
enforcement agencies, and the hundreds of cards and letters of
support I received were a great comfort. Perhaps, the greatest
contribution and the one I am most proud of, is the one hundred
and ten percent that Officer Terrence Spittler, and Special
Officers Cheryl Price and Sol Rosman continued to give in
service to their community and the remarkable, Brenda Bowley,
who is always willing and able to step up to the plate whenever
she’s needed. Her ability to manage the myriad of challenges
she faced in my absence at the department and still act as a
secretary, confidant, publicist, taxi service and friend to me
and my family, is testimony to the importance of her 15 years of
service with the Bartlett Police Department and the Town of
Bartlett.
I was able to return to work in late July,
and Officer Karl Meyers graduated from the 123rd
Police Academy, which helped with coverage. Staffing problems
continue into 2001, primarily as a result of the vacancy created
by Corporal Suprenards accident and the continuing demand for
part-time specials. This year I have proposed improvements to
the salary and benefit package of our officers, in part to
insure financial parity, but more importantly to recognize the
standard of excellence achieved by the members of this
department and to insure we are able to attract qualified
officers capable of meeting that same standard of excellence in
the future.
As we evaluate the statistical information from 2000
and look toward 2001, one can predict a proportional increase in the
numbers of ‘incidents" consistent with the growth patterns of the
area and the ever-changing national economy. If we are to maintain the
present level of service throughout the next decade, we can expect a
heightened demand for coverage, physical space and greater technological
capability. With adequate planning, I believe we can meet those
challenges in a manner that is both first rate and fiscally responsible.

Town of Bartlett, NH
BARTLETT POLICE DEPARTMENT REPORT for the year 1999
This year brought about some changes to the department
with some new faces joining the force. Officer Terrence Spittler
graduated from the 118th New Hampshire Police Standards and Training
Academy on June 25, 1999 and is now a certified full-time police
officer. Officer Dave Meyers left the department in July to take a
position with the Carroll County Sheriffs Department.
We are in the process of training Cheryl Price, Jill
Enos, and Timothy Fitzsimmons as Special Officers. They all graduated from
the Special Officers Training School on November 13, 1999. They are
currently participating in field training with the department.
Unfortunately, while on routine patrol, Corporal Frank
Suprenard’s cruiser was hit by a motorist on November 28, 1999 and Frank
has been out on disability since the accident. We have been very fortunate
that Officer Karl Meyers and Officer Sol Rosman have been able to help
fill in due to the shortage of manpower until the Specials have completed
their field training and Frank can rejoin the patrol.
The department would like to thank the Board of
Selectmen, the department heads and the townspeople for their support. It
is this support that helps us maintain our level of service to keep the
town a great community in which to live.
